No you do not. There is free parking outside the park, about 5 spots next to the last house on the street leading to the park. If you proceed on the road past the sign, there is additional parking and restrooms. They also offer a boat launch. There is a flat path along the water and also some additional trails you can pick up from the flat walkway to some paths that go into the hillside. There are some picnic tables, some old bunkers and buildings and a few paths you can take off the main flat path.
