The most-seen Puerto Rican flag is red, white and blue; but, the black-and-white flag was at the vendor stands at Rochester's Puerto Rican Festival.

The black and white flag with the blue stripe — which adopts the likeness of the American flag — does not violate the U.S. Flag Code.
