Minnesota House Democrats have returned to the state Capitol after reaching a power-sharing agreement with Republicans, ending a stalemate that prevented the chamber from conducting business for more than three weeks.

The Minnesota Republican Party launched a recall election effort this week targeting all House Democrats who are continuing to boycott session, which is now in its fourth week.
