Mexico has extradited notorious drug lord Rafael Caro Quintero and 28 other fugitive cartel members to the United States, according to the US Department of Justice. Caro Quintero, considered by Mexican authorities to be the founder of the Guadalajara cartel,

Canada and Mexico are trying to get the United States not to follow through on a promise by President Trump to impose tariffs of 25% on imported goods.

The White House called Caro Quintero “one of the most evil cartel bosses in the world” in a statement before his arraignment, where more than 100 Drug Enforcement Administration agents and other federal officials filled a large ceremonial courtroom.
