When the agency approved moving Newark air traffic controllers to Philadelphia, it said the odds of a dangerous communications breakdown was about 1 in 11 million.

Newark has had disruptions since April 28, when controllers lost contact and couldn't guide planes for upwards of 30 seconds.

The nation's aging air traffic control system will be replaced with one that is aimed at 21st-century needs while improving safety, Transportation Secretary Sean Duffy announced Thursday.
